embroidery floss craft glue (optional) cotton balls ribbon or thick string felt or thick fabric (you can double up layers of fabric to make it thicker)
Cut skull shapes from the felt or fabric, about two inches tall and an inch wide if you are using string or smaller ribbon. You can make the skull shapes larger if you are using larger ribbon. You will need two pieces (front and back) for each skull.
Snip a pair of small circles for the eyes. Place a different color of felt or fabric behind the holes, then use embroidery floss to stitch them in place. Stitch other features, such as noses and teeth. Add whatever decorative designs you would like. You can add some decorations using craft glue, such as beads or sequins.
Once you’ve decorated the face, place the backing piece of felt on and stitch about ¾ of the way around the edge of the skull. Stuff the inside with a couple of cotton balls and then stitch closed.
After you’ve made all of the skulls, cut a length of ribbon or string. Stitch the skulls to the ribbon or string. Your garland is now ready to hang.
Variation of the project: Omit gluing on any decorations. Then, when stuffing the skulls with cotton, also stuff in a little catnip. Sew the skull closed. Now you have a toy for your cat!
